SA Morning Soapbox | Preparing to battle extreme weather conditions

JOHANNESBURG – Residents in Johannesburg experienced heavy rains on Tuesday night. 
As a result, several roads have been flooded. 
Officials are urging motorists to exercise caution. 
This morning, on the SA Morning Soapbox, we are asking if we are adequately prepared to battle extreme weather conditions and what measures should be implemented.
